Kuwait Unveils Fourth 2040 Development Master Plan

Opportunities for construction businesses as plans call for building residence for over 7 million people

Kuwait’s Cabinet has approved the country’s fourth master plan in its weekly meeting. The Fourth Kuwait Master Plan 2040 focuses on the country’s vision and development goals in urban, economic, social, and environmental policies in parallel with future population growth. This provides specific opportunities for foreign investors in the construction and related industries.

Kuwait’s 2040 focus

Kuwait’s Minister of State for Municipal Affairs, Fahad Al-Shuala has said that the master plan would focus on the usage of land for private housing, investments as well as commercial and industrial purposes. He indicated that the expansion in such parameters also required balanced infrastructure and public utilities that would reflect the needs in 2040.

The Fourth Master Plan includes four regions, Kuwait’s urban region, the northern economic region, the third southern industrial region, and the fourth western region.

According to the plan, the first region would have a population of around 6,123,500 people by 2040 with 2,968,200 employment opportunities. The northern international region would have a population of around 519,000 people with employment opportunities for 171,800 people.

The southern region would have a population of 486,000 with 157,000 employment positions, while the western resources region would have around a population of 126,000 with 180 jobs available.

Kuwait’s Fourth Master Plan for 2040 (4KMP) is designed to better understand the physical and social context of the country and to shape a Smart State; a role model nation in the Gulf Cooperation Council (GCC) that is intelligent, ingenious, and innovative, which is directed by vision, planned strategically, and behaves tactically. A key component of the Plan to build professional capacity, and central to this is providing an education Programme to professionals in planning and administration, education, government, and other key stakeholder institutions.

The GCC includes Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. All are members of the Greater Arab Free Trade Area (GAFTA) which also includes Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Palestine, Sudan, Syria, Tunisia, and Yemen. Kuwait’s Fourth 2040 Masterplan is aimed at providing a regional hub to link these countries and act as a professional services hub for the GAFTA region and beyond.
